I deeply regret misunderstanding but I read your telegrams Nos.304, 309 and 311 to mean that I was not to dissociate myself from protest if other Powers insisted on making one provided it was worded in the manner we desired. I had reatedly explained our views to my Japanese and United States colleagues without however being able to move them in the least and they and all my other colleagues were becoming increasingly impatient at the delay in making protest. Japanese were particularly urgent that the protest should be made not only on account of Canton but also with reference to Shangtung while unyielding American attitude is illustrated in my immediately following telegram. Having therefore secured modification of wording you desired I did not feel justified in with- holding our assent any longer. I venture to remind you that the word "protest" does not appear in the declaration which goes no further than verbal state- ments already made to Canton Minister for Foreign Affairs by Brenan as reported in his telegram to you
